2024 Budget Blitz

We seek each of our Senators and Representatives to speak with Congressional Appropriators and urge them to support the bipartisan and bicameral JCLSA Appropriations Request that would direct the Department of Education (ED) to utilize a set amount of funds for Federal Student Aid (FSA) office to implement Public Law No. 117-200 (PL117200), the Joint Consolidation Loan Separation Act (JCLSA), in the​2024 Appropriations cycle. ​

Forming constellations & connection dots...

We need JCL borrowers in every state to reach to their Senators and representatives to grow our list of SUPPORTERs for the JCLSA Appropriations Request. 

​Some states have built in allies, in the form of JCLSA Appropriations champions and supporters.  Other allies include our JCLSA bill cosponsors.  Additionally, we know who the appropriators are that are targets of the appropriations request.  Knowing which states that all these players represent defines a prioritized geography and allows us to focus outreach plans and JCL borrowers by state.  Where possible, we can connect allies and targets with each other interstate and intrastate.  These 'Target States' are critical as they provide quick wins allowing us to expand our constellation of supporters.

In other states, where there are no allies or targets, we must rally support and connect them with JCLSA Appropriations Request Champions.


Champions
This group is comprised of the five politicians who have have put forward a bipartisan and bicameral appropriations request for FY2024 that would direct the Department of Education to utilize a set amount of funds for implementation of our law.  They form the nucleus of the effort and are hub to which we should point our Congress people.  Warner and Negus form the primaries for each chamber of Congress.

Supporters
​These are Congress people who have voiced support to Appropriators, have communicated with Warner and/or Neguse and have signed on to the appropriations request letter by the Champions above.  There are 13.  They are shown on the map for 'Appropriations Letter Signers'.  It is this group of politicians that we want to increase through our outreach.

Appropriators
Appropriators are the group of Congress people that are recipients of the appropriations request.  They get to ultimately determine if the line item will be added to the FY2024 Appropriations.  They are listed in the section 'Appropriations Committees Ranking Members'.  We need to aim member outreach to these individuals  where we have members who can share their stories as their constituents.

Cosponsors
Only some bill cosponsors actively support, as sign-ons, the JCLSA Appropriations Request for the law's implementation.  Only 6 of our 28 cosponsors have signed the request.  We must make them aware of this vital effort so that they can enlist.  We need JCL borrowers with cosponsors in their state to reach their cosponsors, tell their stories, and point them to the champions and appropriators to express support and sign on to the request. We need all cosponsors on this letter. ​
